Exactly, and that's a good thing. But Blagg's proposition was to make the EMP work even if you miss (a bit) and/or applied to multiple close mechs. Not that I don't like the weapon he describe but it's not a PPC anymore.
Electronic warfare is kinda useless in a game that isn't a simulator. Competent jumpers aren't flying 10 miles high. Thrust just enough to clear cover to get a shot off. I'd argue the returns on disabling jets are very low, especially for a 7 ton investment with no pin point damage.
Who needs more PPC features? Flamers should take sensitive equipment offline. Provides a cool risk vs reward dynamic.
