(Smurphy heat efficiency puts this at 29% but Mechlab is at 1.21. Take what you will, but I've had little issues with heat with this build if you regulate your PPC usage.) So the Orion CT is like a lava lamp, enemies just can't look away from it. No matter what you do, they zero in on the thing. This build aims to keep them away for as much as possible. At the beginning of the map, start your life as a fire suppression and fire support role. Any light that decides to come at you thinking, "This sniper with standard PPC's is easy meat," will be scared away by the streaks. As the game develops you can close into mid range and target weakened components. Finally even in a brawl at the end you have a decent arsenal with the ac2 and streaks to finish mechs off.
