Does best with the EXE-D RT for asymmetry and high LPL mounts, so I'll call it an EXE-D build. (Didn't move around armor, you can also remove the TC1 for more armor)
I like the idea, but since you the MLs are your tracking weapon it makes sense to let them track if possible. While I hate to suggest dropping a DHS, since you're going asymmetrical I would suggest using the LA-D pod for the actuation. A little bit of shuffling then lets you use both arm actuators and one hand actuator and fill the remaining tonnage by bringing your leg armor back up. Like this:
