I'm surprised this hasn't been posted yet. This is the only build I've ever put on my Blackjack-1X, and I've never had it fail me yet. It's a well-balanced compromise between speed, fire-power, and heat efficiency. (But for the cap, I would have had that last Atlas too! Our lights were a bit over-enthusiastic. )
Mama mia, your leg armor! Shave some for the head. That being said, but that's maybe a matter of personal preference, I'm really not a fan of small lasers. I also feels you're overdoing on the heat-efficiency. Do you really need all those heat sinks ?
The leg armor is a thing it's true, and you can shave off the head and even the arms to balance it out. That said I've never had a problem with legging (generally only lights shoot for legs, and you're kinda a light-chaser yourself) so yeah. And yes, you DO need that many DHS if you want to keep up a good DPS, as this thing can overheat fast, especially on hot spots in maps like Terra and Caustic. And the small lasers, well . . . they're there for when it gets hot, so you can keep some damage going out with low heat production. I will say, I had both my arms blown off once, and was able to still do considerable damage with those two smalls before I went down (but a single medium in the torso could have worked just as well in that situation). That said, the SLs are more for looks than for anything else, as the amount of damage you'll deal with them in a match is relatively small compared to the mediums.
