I can get behind counting ECM/JJ as a quirk. Though looking at mechs that are applying two of their quirks to the same thing is...concerning. I mean, sure, doubling up on quirks would mean a T2 or T3 was trading quirk diversity for strength, and I can see the use there because the magnitude is comparable to a single T5 perk. But a T5 mech getting 50% cooldown to a weapon system? At the least that mech's other quirks are for different weapon systems!
I can see the trepidation there, I mean, that is a hell of a fast firing machine...but it does mean they will overheat faster if they aren't careful. The Pretty Baby may get 50% faster laser fire, but only 25% less heat...so they will shoot fast, and shut down earlier, I'd bet, if they just hold down the firing key. The 1N gets the same thing with AC5, but with no heat gen reduction, and their other quirks are spread to energy weapons, so I don't see it becoming too nasty. That said, I bet we will be seeing a lot of 2xAC5 builds coming in just after the patch. Such as this:
Just imagine all the work to re-memorise all the likely loadouts for when we meet a mech... its a Dragon profile.... but which one?
2x AC-5 is definitely the build I expect, but I don't expect it to have heat trouble while eating through its ammunition, because it won't be troubled by ghost-heat. Even at more than 2 heat per second, and altering the smurfy heat efficiency of 183% when just firing the 5s to adjust for firing more than twice as often (fast fire + module + 50% quirk), you're still lazy-math well over 75% and pretty close to 100%. You can spamfire those puppies for a solid half a minute without worrying about your heat, and be dumping more than twice as much at-risk ammunition doing it. I realize it's not a true 100% damage increase over the old/current builds because you're not firing your lasers, but it's the sort of thing that would make dropping one laser entirely for another three tons or more of ammunition suddenly looks good. I would not be surprised to see a build like: be used and work well because it would STILL GET TO USE ALL THAT AMMO.
