P arm should give -10% ballistics cooldown to any B hardpoint as much as I know from here : But I don't know if it works even when it's removed. If not, just use your favourite side to mount the weapons.
I know that it isn't a spectacular build, it's meant to be an alternative to this sniping configuration for the summoner http://www.mechspecs.com/forum/index.php?topic=7032.0 If one wants the Ballistic+energy combo to fire(and hit) @700m, since the PPC can't hit anymore at that distance, with the mobility of 5 JJs to get to the best sniping spots and reposition quickly. Overall the StormCrow is superior in anything but having JJs, and the TimberWolf is the best mech in the game, inbetween there's the poor summoner but this cannot be changed sadly :sleep:
