First ever post. This is just a variant of the Beggars hand build from Phckenzot. I was broke and couldnt afford to upgrade the engine so decided to make up the tonnage with LRM's. I'm mostly just putting this here for constructive critisizms on how to improve the build.
Welcome to Mechspecs! Those low slung PPC's aren't great for peaking and hitting mechs IMHO. You also have a bit of juxtaposition with this loadout. It is not all ranges, due to the min damage range for LRMs and PPC's. And it isn't sniping, due to all those MLas. To me, this is a Support build, but it doesn't have the best ability to support others and yourself. So, to improve that ability, and to give you more LRM ammo, I would go with something like this. I didn't include BAP, but I did that because you should not be alone. You should keep with your assault mechs, and shoot whatever they shoot at. Plus, the arm mounted MLas will make it easier to hit light mechs.
also, consider upgrading to FF if you plan to keep this mech with this loadout. It will give you about 3 more tons to work with.
Not what I would run, but my suggestion You can keep the weapons, with a tweak. ML for close range, PPC for longer, and LRM for assist and long range stuff. The smaller LRM would still allow for the haressment role, but you should focus a bit more on your PPC when it is clsoe enough. Alternative include take out a ton of LRM ammo and get AMS + half a ton of AMS ammo. You will have to ration your AMS, by turning it on and off.

Indeed, 7S would give you 10% missile cooldown, this one you get hyper velocity PPC and heat reduction. Matter of taste. I like PPC quirks more in this case.
