Your faction will already do that. You will be able to pilot only those Mechs used/produced by your faction. There's your first restriction when equipping your dropship.
Then of course the tonnage.... 240t might sound much.... but you have to be careful what you choose. I can already see some "metadecks"..... but that's w/o faction restriction.

And Russ stated that there will be an economy system for CW as well, but not prior to Phase III. imho rearm and repair would be enough for the moment.

Well it certainly forces you to make hard choices.

 

To be precise: If you want to fill your deck with 240t you have 17 options with the released clanMechs.

Gives you the best Assault, Heavy, and Medium, and what might end up being the best clan light.

 

Now re-evaluate for effectiveness as trying to pretend the clans are getting the short stick is amusing when the drop deck can be literally full of Timberwolves and Stormcrows. Such hardship.

Theres also no need to take the full 240 coincidentally. I know a few light and medium specialists planning on less.

You are right, I missed that one.
Regarding the other 5: They're not released yet, and if PGI keeps the roadmap, CW will be released by the end of fall 2014, whilst the ClanMechs will appear later....
If you take the Wave II Mechs into consideration you'll get 69 possible combinations for 240t.

I trust many ppl will not even consider going full tonnage though....

• The Vulture will be delivered starting September 23rd, 2014.

• The Ice Ferret will be delivered starting November 4th, 2014.

• The Mist Lynx will be delivered starting November 18th, 2014.

• The Hellbringer will be delivered starting December 2nd, 2014.

• The Gargoyle will be delivered starting December 16th, 2014.

Fall ends after 16th Dec surely?

With CW I'm refering to Community Warfare NOT CWII (Clan Wave II). And Community Warfare is supposed to be released by the end of fall 2014... which means earlier than the Mechs are released. Also keep in mind, that only the package-related Mechs are released on the named dates. I'm taking into account that not everybody has a) bought the two waves and b) will not buy any Mech until they're released for C-Bills. So the choices for the Dropdeck stay limited.
