This is basically a jumping energy YLW with SRM6s thrown into the mix. Double LPLas easily resemble the Centurion hero's ballistic arm while double 6s plus Artemis adds a whole lot of damage on top. Given the armor quirks the Quarantine got I adjusted the armor values accordingly, usually going for a number dividable by 5 and adding +1 (equals x hits by MLas + 1 for a component to get cut off). This is meant as a basic template using the stock engine, but several similar iterations with added speed are possible.
I recently stumbled onto something similar as your XL300 build. SRM6 and no AMS but basically the same.

I used the stock engine on purpose @enileph - just to show how little effort ist needed to turn this into an effective mech. Should have mentioned that in the OP, though... 350 sized Engine? Wow, this gives us a speed of... 110ish, but at the cost of cooling. I like the speed, but I think I'll prefer a tada more cooling for abusing the 'energy AC20' as much as possible. I actually thing the 325 or maybe the 320 (adding 1/2 ton of SRM ammo) will be the sweet spot for this one. EDIT: We can have the best of both versions by mounting 1 DHS in the engine and using FF... take a look:
I really enjoyed it. I was wishing there was a Wolverine capable of an AC20, when I realized I could plop 2x LPL on the Quarantine; better range, better cooldown, no ammo, balanced with a heat increase. I'm not a fan of AMS on fast mediums; it gives away my position. Radar Deprivation module is far better in my opinion.
Thinking of this, XL350 opens up another dimension when aiming for a jumping YLW with an energy arm. LPL cooldown module + ML range module should do the trick of closing the CD and range gap of those two.
I took the 2LPL 2SRM4 version and dropped it to an LFE295 so that you have an actual deadside to shield with.
