Hello, I use this build essentialy for Skirmish. I don't know why it works, but it does. At first sight, I was thinking it was way to underpowered, but you can use all your weapons almost continueously, and you have a full arm-torso to shield you. I managed to reach 750 damage with this, and 6 kills on another match. Just don't ask me to explain why.
