This build is ment for competetive drops both limited by weight total and the amount of ECMs allowed for each company. Additionally, this build should be used for some very special tasks: 1) accompany the unit's assault mechs - providing ECM cover - fending of lights which want to annoy the assaults 2) acompany a medium pack (e.g. 2-/3-of Centurions or Hunchbacks) - providing ECM cover for better sneaking up to enemy forces - additional crit seeker for whatever armament the other mediums are bringing to the table That said, being rather slow for a CDA this isn't the PUG-cleaning machine a faster 3M can be sometimes. Of course it can fulfill it's role when PUGing in a four-man group, but keep it's main purposeses in mind when using it.
